This is a United States Navy Dress Blue Uniform with Flat Cap manufactured in 1959 (As indicated by the last two digits of the contract number found on the cap's tag, DA-36-243-QM-CTM-2759)
The sleeve rank shows that this uniform belonged to a Lieutenant.
The jacket and pants seem to not have tags other than those of the manufacturer.
The uniform shows light signs of wear and the wrist braid has lost a little of it's gold coloring. The stars have worn to a dull silvery color having lost most of their gold coloring. The right side jacket pocket does have a hole in it, but it could be easily sewn back together.
Overall these dress blues could be put back in service without much work.
