This tiny figurine may be male or female. My first thought was it was a Victorian era styled boy standing with his back to a fence. On closer inspection, it may be a girl in knee pants. The hat has a bow on the back and trim under the rim in front (THERE IS A CHIP ON THE BRIM OF THE HAT) and it looks like a bowed sash about the waist. I have not been able to find another figurine like it.
It is 4.25" tall. The base is 1"x1.25". It weighs just over an ounce without packaging.
It is marked Made in Japan in red on the bottom of the base.
