The British ambassador to the Soviet Union, Sir Sylvester Armitage, is assassinated while on a state visit to Yalta. Also murdered is Jane Canning, ostensibly the personal assistant to the British military attache in Moscow, more probably a member of Secret Intelligence. The only person who can positively identify the killer is Peter Holt, a young diplomat who was also Jan Canning's fiance. The assassin is Abu Hamid, a Palestinian terrorist with a crow's-foot scar on his left cheek.

Officially, the British government cannot retaliate. Unofficially, the prime minister is determined that the world realiz the British will not allow terrorist acts to go unpunished, a view that Secret Intelligence supports. A covert operation is mounted and placed in the hands of Percy Martins, often passed over for promotion and quite expendable if the mission goes wrong.

For personal as welll as patriotic reasons, Holt agrees to join the operation, which means undertaking a perilous journey to the Bekaa Valley deep in the heart of Lebanon, the home of the most revolutionary groups in the Palestinian guerrilla war against Israel. For it is in the Bekaa that Abu Hamid is now hidden, protected by heavy concentrations of the Syrian Army and its own intelligence units. Accompanying Holt will be Noah Crane, a master sniper on loan from the Israeli Army, harboring a secret of his own.

Holt and Crane share a common purpose, an act of revenge that will take place in one of the most inaccessible and hostile areas in the world. Temperamentally and physically, the two could not be more different. One is a seasoned killer of remarkable endurance, deadly skills and enormous resourcefulness; the other, an idealist quite without military experience. Yet Holt knows that if the mission is to succeed, if he himself is to survive, he must learn to live by Crane's bible.

As the two prepare for their journey, a grudging respect begins to grow between them. Yet neither is aware that their real nemeses are likely to be their presumed friends as their acknowledged enemies. For they have barely crossed the borde4r into Lebanon before their cover is blown and they are being relentlessly stalked by Said Hassan, a major in the Syrian Air Force, a combat-hardened veteran who is ruthlessly loyal to his own ruthless regime.
