Dick Tracy Lips Manlis 1990 New on Card,  card has creasing and scuffs, card has nics on edges, bubble and card are scuffed from 
storage, sticker with the words Lips Manlis below figure is lifting on edges, paper separation 1 bottom corner and one top corner, 
this card is not perfect.  I do not know how to grade these items I am no Expert, I try to mention everything I see, but please ask
